The Empire of Izmer has long been a divided land. The Mages - an elite group of magic users - rule whilst the lowly commoners are powerless. Izmer's young Empress, Savina (Thora Birch), wants equality and prosperity for all, but the evil Mage Profion (Jeremy Irons) is plotting to depose her, and establish his own rule. The Empress possesses a scepter which controls Izmer's Golden Dragons. To challenge her rule, Profion must have the scepter, and tricks the Council of Mages into believing Savina is unfit to hold it. Knowing that Profion will bring death and destruction to Izmer, Savina, must find the legendary Rod of Savrille, a mythical rod that has the power to control Red Dragons, a species even mightier than the Gold. Enter two thieves, Ridley (Justin Whalin) and Snails (Marlon Wayans), who unwittingly become instrumental in Savina's search for the Rod. Joined by a feisty Dwarf named Elwood (Lee Arenberg), and helped by the Empress's expert tracker, the Elf Norda (Kristen Wilson), the young heroes go in search of the Rod of Savrille. From the deadly maze of the Thieves Guild at Antius to an Elven Village, secret grotto and abandoned castles, Ridley and his band must outwit Profion's chief henchman Damodar (Bruce Payne) at every turn while back in Izmer, Profion prepares to do battle with the Empress. Megan Voorhees (Natasha Lyonne), is possessed and two priests, Father McFeely (James Woods) and Father Harris (Andy Richter), must drive the demon out, but the exorcism doesn't go as planned. When brothers and fellow FBI agents Marcus (Marlon Wayans) and Kevin Copeland (Shawn Wayans) accidentally ruin an otherwise painstakingly executed drug bust, getting back into the good graces of their boss becomes a high-priority assignment in itself. With this in mind, Marcus and Kevin take on a case far beneath their usual standards when they agree to escort socialite sisters Brittany (Maitland Ward) and Tiffany Wilton (Anne Dudek) from a private terminal at JFK Airport to their hotel room in the Hamptons. Once there, two considerably higher-ranking agents will take over the girls' protection. The extra security is no mere perk of wealth, however, as it appears that Brittany and Tiffany have been targeted by a serial kidnapper. The FBI hopes to apprehend the perpetrator by using the girls as bait, unbeknownst to them. The plan may have worked if it weren't for Kevin and Marcus, who manage to let the sisters in on the secret. Understandably, neither of them want any part in the process, so they force the brothers to come up with a radical solution: With the help of an FBI lab scientist, the very much African-American Kevin and Marcus will be transformed into two white women who could pass for Brittany and Tiffany. The agents must keep the charade up long enough to lure the kidnapper, but fooling everyone involved will be the job of their lives.
